Seed Process Update Agreed that there seed addresses will exist at each level of qualification, city, rural, PO Box, and be ZIP Code based. USPS Address Management has developed and built a national seed file that will be used and controlled by the Postal Service. The USPS will assign all seed addresses per list and will be unique to the list owner. The Postal Service will monitor the seed list to identify if any seed address becomes a live address. Should this occur the seeds will be changed and the list owner will be notified. If the list owner “sells” the list they must remove all seed addresses prior to releasing. Failure to do this will cause the disqualification of the list when the new owner submits for electronic qualification During the qualification process should the USPS identify a seeded address the process will stop and the customer w</span><span class="Normal--Char" style=" font-family: 'Arial', 'Arial'; ">ill be notified that they do not meet the requirements. It was requested that the USPS consider using a “Standing Foya” which is a letter signed by list a owner requesting to be notified should someone submit a request that contains their seeded addresses. This issue will be submitted to the USPS legal department for response. Discussion on Manual Services Survey The above survey was sent out to the USPS field offices and the responses have been summarized. The summary identified that the responses rece</span><span class="Normal--Char" style=" font-family: 'Arial', 'Arial'; ">ived on a couple of the questions are highly suspected to have been misinterpreted. A clarification was sent and the USPS is in the process of gathering the information. A full report will be presented at our next scheduled meeting. At this time, regard</span><span class="Normal--Char" style=" font-family: 'Arial', 'Arial'; ">less of the above survey, it is felt that the manual card process will remain and only apply to address cards for addresses in the city where the customer is located. (see DMM A929.2.7) They will be allowed to submit cards to the local Postmaster of tha</span><span class="Normal--Char" style=" font-family: 'Arial', 'Arial';">t city for sequencing and correction. Discussion of Number of ZIP Codes Qualified by CustomerA report was developed and discussed during the meeting and a copy of the report is attached for your review..
Update on USPS Legal LimitsGrayson Poats was not in attendance. Item to be included on the agenda for the next meeting.
Discussion of Qualification Process It was agreed that all address list must be submitted electronically and in the same format as described in the CDS Customer Brochure. It is highly recommended that all list be processed through a CASS Certified process prior to submission. Having done this will eliminate delays in processing. The USPS will use a weekly updated DSF file to validate the 90% to 110% requirement as stated in th</span><span class="Normal--Char" style=" font-family: 'Arial', 'Arial'; ">e DMM. Should a list fail to meet the minimum qualifications a notification letter will be generated back to the list owner letting them know the percentage of match. If one of the seeded addresses is identified the process will stop and the list owner will be notified that their request has been disqualified. The notification will indicate (exact words not know at this time) that the list appears to be an invalid submission. Grayson Poats will help to determine the proper wording and if the name of t</span><span class="Normal--Char" style=" font-family: 'Arial', 'Arial';">he requester can be identified to the seeded address list owner. The industry has requested that a web site is developed to post all names of customers and the ZIP Codes requested for electronic qualification. If this is approved the industry feels that they can monitor the release of the list for possible misuse. This will be referred to Grayson Poats for a decision.Fulfillment
The USPS is planning to offer either electronic or CD-ROM fulfillment only. The current requirement of 15 days will be maintained. However, it is felt that the average fulfillment will be less than five working days. Either way it will be a huge improvement over the current process, which in some cases has taken greater that 90 days.
BillingThe current plans are to use the existing fee structure as stated in the DMM with a minimum-processing fee added.
Open DiscussionGeneral consensus seems to be that elimination of manual cards should not be a problem with the exception for list owners who reside in the city of their request.
